The ACS Medical Bill Processing Portal was designed to complement the OWCP Medical Bill Processing System that currently administers the Federal Employers Compensation Act (FECA), Division of Energy Employees Occupational Illness Compensation (DEEOIC), and Division of Coal Mine Workers' Compensation (DCMWC) programs for the Department of Labor. This website provides continuous internet access to OWCP information, programs and services.
The ACS Medical Bill Processing Portal is available to the general public, OWCP claimants, authorized OWCP providers, and authorized OWCP employees as well as ACS Fiscal Agent Services (FAS) employees. Public areas of the portal offer general information that does not require a User ID or password. Examples of public pages are the FAQ or the ACS Contact Information pages.
Restricted pages, such as those pages offered to provider and agency users, require a User ID and password; claimants are required to enter certain identifiable criteria that are then authenticated to allow access to the restricted features. A few examples of restricted features are the Bill Status Inquiry and Medical Authorization Inquiry.
Providers, claimants, and federal agency users use the following URL : http://owcp.dol.acs-inc.com. Users of this site are able to see all public information yet are also able to perform inquiries; providers can also submit contract nurse and vocational rehabilitation counselor Web-based bills.

Web-based Bill Entry - Online bill entry for Vocational Rehabilitation counselors as well as Field Nurses enrolled in the FECA program.
Bill Processing - Reviewing of online bills by the FECA District Offices for Vocational Rehabilitation counselor and Field Nurse bills.
Medical Authorization Request Entry - Online medical authorization request entry for FECA and DEEOIC provider users.
The Web portal does not disclose any confidential provider- or claimant-related data on its Web pages. Private Web pages are accessible only by authorized users and may contain protected provider and claimant health care information.
The Web portal offers restricted-access features requiring a User ID and password to access restricted information. Non-restricted pages are public pages accessible by anyone. Please note that the word "public” in reference to the portal’s functionality is not synonymous with “non-secure.” Rather, public pages of the Web portal are those that are available to all users. Therefore, some pages that are considered public are also secure and employ 128-bit encryption with SSL v3.0, such as the Web portal’s Web Account Registration pages.
