Welcome to the ACS Affiliated Computer Services, Inc. Medical Bill Processing Web Portal.  ACS and the Office of Workers' Compensation Programs (OWCP) are confident that you will find the ACS Medical Bill Processing Web Portal a great resource.  The purpose of the ACS Medical Bill Processing Web Portal is to provide you with access to OWCP-related information via the Internet, making it a fast and convenient resource. What is the ACS Medical Bill Processing Portal?

The ACS Medical Bill Processing Portal was designed to complement the OWCP Medical Bill Processing System that currently administers the Federal Employers Compensation Act (FECA), Division of Energy Employees Occupational Illness Compensation (DEEOIC), and Division of Coal Mine Workers' Compensation (DCMWC) programs for the Department of Labor.  This website provides continuous internet access to OWCP information, programs and services.  

Who may use the portal?

The ACS Medical Bill Processing Portal is available to the general public, OWCP claimants, authorized OWCP providers, and authorized OWCP employees as well as ACS Fiscal Agent Services (FAS) employees.  Public areas of the portal offer general information that does not require a User ID or password.  Examples of public pages are the FAQ Frequently Asked Questions or the ACS Contact Information pages. 

Restricted pages, such as those pages offered to provider and agency users, require a User ID and password; claimants are required to enter certain identifiable criteria that are then authenticated to allow access to the restricted features.  A few examples of restricted features are the Bill Status Inquiry and Medical Authorization Inquiry. 

Providers, claimants, and federal agency users use the following URL Uniform Resource Locator: http://owcp.dol.acs-inc.com. Users of this site are able to see all public information yet are also able to perform inquiries; providers can also submit contract nurse and vocational rehabilitation counselor Web-based bills. 

ACS as well as OWCP staff, which includes District Office users as well as upper level OWCP management individuals, use the following URL, http://owcpstaff.dol.acs-inc.com

Does the Web Protect My Personal Information?

The Web portal does not disclose any confidential provider- or claimant-related data on its Web pages.  Private Web pages are accessible only by authorized users and may contain protected provider and claimant health care information.

Restricted Pages vs Public Pages

The Web portal offers restricted-access features requiring a User ID and password to access restricted information.  Non-restricted pages are public pages accessible by anyone.   Please note that the word "public” in reference to the portal’s functionality is not synonymous with “non-secure.”  Rather, public pages of the Web portal are those that are available to all users. Therefore, some pages that are considered public are also secure and employ 128-bit encryption A means of scrambling data for transmission or storage such that the data is unintelligible without unscrambling it with a specific key.   with SSL Secure Socket Layer v3.0, such as the Web portal’s Web Account Registration pages. 

General Content

General content is public portal content that is non-interactive.  Examples of general portal content pages are:

Home Page

All public Web portal pages include links to the DOL and OWCP websites, as well as links to the home pages for the OWCP programs of FECA, Black Lung, and Energy, where users may review program and policy information as well as links to other sites specified by OWCP.

From the Home page, a section called “Latest Developments!” displays announcements and other recent updates.

ACS Contact Information

This page provides contact information for services ACS offers to help administer the OWCP program for OWCP.  Information such as phone numbers, addresses and fax numbers for services as customer service, provider enrollment and adjustment requests, are provided to the user. 

To view program-specific Contact Information, users may select a program from the drop down list available in the bottom portion of the page.

This page provides OWCP providers with answers to frequently asked questions about the ACS Web Bill Processing Portal.

 

Forms and Links

From the Forms and Links page, various forms are available for viewing and downloading.  Available forms include: Provider Enrollment forms, Provider Billing Instructions, EFT Electronic Funds Transfer forms, EDI Electronic Data Interchange Enrollment forms, trading partner agreement forms, OWCP-1500, UB-92, Medical Travel Refund Request (OWCP-957), Claimant Medical Reimbursement, dental forms and medical authorization request forms.  

The Web portal provides access to X12 Companion Guides through ACS Gateway Services, Inc.  By clicking on the EDI Information hyperlink, the user is redirected to the ACS Gateway Services, Inc. website where the guides can be viewed.

Online Security

The Online Security page details the security standards maintained by the Web portal.

Browser Compatibility

The Browser Software for a PC that allows the user to access information through the Internet or Intranet. Also known as a Web browser. Compatibility page informs users of the Web portals’ browser requirements such as the ability to support 128-bit encryption used for secure portal functions as well as what versions of browsers are required.

Terms of Usage

The Terms of Usage page details the usage agreements between the Web portal and its users.
